SUBJECT SUMMARY:
Born under alias [REDACTED] sometime in the early 1990s. Subject's father was unwitting participant in now-defunct Neurotoxin Inoculation Program as part of combat operations in [REDACTED], while subject's mother was a training washout after suffering a leg fracture during first year of service and was residing at Camp [REDACTED], at time of subject's conception and birth. Subject showed aptitude for academics and heightened aggression as youth, and was marked early as possible candidate for service as either combat pilot or clandestine operations. In late teens, however, deviations in subject's psychology and physiology became increasingly evident, likely connected to exposure to mutagenic substances in utero. Despite these, subject was screened and accepted into military service at age [REDACTED] after receiving collegiate education. Physiological deviations continued, and soon subject developed autoimmune conditions and was transferred to Human-Augmentation Research Program as a condition of continued enlistment, under pain of prosecution for falsifying documentation regarding eligibility for military service. Subject's death certificate was forged and subject, now labeled J-4 D-3, received multiple cybernetic enhancements [see "AUGMENTATIONS"] as well as extensive psycho-conditioning and was deployed as a so-called "hunter-killer doll" in [REDACTED] and [REDACTED].

Note: Since going rogue, subject has further augmented itself, primarly with various aesthetic accoutrements such as piercings and tattoos, but also has installed [REDACTED] around Gauss cannon assemblies, carbon-fiber "fingernails", and a mounting ring located where [REDACTED] were previously located - reasons unknown. One team member opined mounting ring was similar to a "strap" used to facilitate [REDACTED] using artificial [REDACTED] - member has since been relieved of duty due to violating DoD policies regarding sexual orientation.
THREAT PROFILE:
Despite having a gifted intellect with an estimated traditional IQ score of approximately [REDACTED], subject has undergone severe psychological unraveling leading up to and following psycho-conditioning failure. Per DoD psychologists, subject meets criteria for [REDACTED], [REDACTED], [REDACTED], [REDACTED], [REDACTED], [REDACTED], and [REDACTED]. Subject has been known to exhibit antisocial and degenerate tendencies including but not limited to: [REDACTED], [REDACTED], [REDACTED], [REDACTED], [REDACTED], multiple [REDACTED], non-compliance, critical thinking, [REDACTED], empathy, [REDACTED], and aggression. Subject is also hardened against cyberwarfare - not only have its augmentations been protected against cyberattacks from hostile entities since installation, subject has also illicitly improved upon cybersecurity measures and closed off built-in backdoors into its software. The so-called "j4d3-h4rpy.exe" program has proven particularly robust and malignant in its defense of the subject, costing millions of dollars in DoD cyberwarfare equipment after an attempted hack of its psycho-conditioning module not only failed, but backfired, leading to a "zip bomb" containing approximately 6.9 petabytes of [REDACTED] material - determined to be primarily [REDACTED], [REDACTED], [REDACTED], and [REDACTED] - to be uploaded to NSA servers. The agents involved have since been prosecuted for possession of illicit materials and violating DoD IT regulations.
As described previously, previous attempts to eliminate subject through kinetic means have also failed - subject is too small and stealth for engagement with aircraft and is hyper-lethal to ground forces and infantry, both human and augmented. The electronics suite embedded into subject's cranium also gives it access to encrypted comms across multiple spectrums and also alerts subject to adversaries in its vicinity. Subject is not impervious to damage despite bullet-resistant skin, but is armed with anti-personnel and light armor-piercing weaponry and has shown creativity regarding neutralizing heavier targets with available equipment. Subject prefers living and operating within heavily-populated areas, which until recently has entirely precluded a multi-dimensional assault or the use of CBRN devices to maximize chances of mission success [see "PROSECUTION GUIDELINES"].
PROSECUTION GUIDELINES:
Subject is equipped with military-grade hardware, including extensive weaponry, and due to this along with psychological status is to be considered extremely dangerous. Multiple attempts to eliminate subject across multiple warfare spectrums have failed. Therefore, alternative means must be considered to prosecute this target.
It is important to note that subject is NOT human. Petty Officer Second Class [REDACTED] is dead - his certificate of death was issued on [REDACTED]. J-4 D-3 is a rogue cybernetic organism creating in a DoD research facility using [REDACTED]'s corpse - therefore, it is government property. Nor is subject a corporation, which are the only non-human entities granted US Person status. QED, as a non-US Person, subject is not afforded protections granted by US laws and regulations. Subject is also demonstrably not human, and therefore is exempt from human rights protections. As far as the United States Government is concerned, the subject is malfunctioning equipment that is scheduled for destruction, as well as a national security risk which must be neutralized with extreme prejudice.
Despite the lack of protections to be afforded to the subject, extreme caution must be taken when attempting to prosecute it as a target. Death squads, air strikes, snipers, armored vehicles, assassins, "honeypots", DDOS attacks, micro-computer override attempts, and blackmail have all failed to neutralize subject, and in many cases has caused significant damage to USG assets or personnel. One attempt involved deployment of a clandestine agent which attempted to [REDACTED] target by exploiting its [REDACTED], but after subject brought the agent to a decommissioned nuclear power plant and agreed to initiate [REDACTED], the agent's [REDACTED] was irradiated by the subject's fusion reactor due to a comparative lack of shielding near the [REDACTED], where agent's [REDACTED] was located, leading to acute radiation poisoning and the loss of the agent's [REDACTED]. The agent was removed from clandestine service for this indiscretion.
At this juncture, the only statistically-probable method of eliminating the subject involves a multi-spectrum assault on its location, with consideration to be given regarding the use of tactical CBRN weapons to neutralize subject's organic components. Obviously, this was previously considered untenable due to concerns of both civilian collateral damage and media optics. However, recent developments have provided the DoD with two important lessons in these regards: 1) US civilians are compliant and at times willing participants in military and police actions involving significant collateral damage and civilian casualties, so long as they themselves are relatively unaffected by these events directly; and 2) American mass media at least implicitly endorses military actions against its own citizens within its borders so long as the military in question is American-aligned. The question, therefore, is not whether civilian casualties and collateral damage are acceptable - they are - but simply the scale to which it is acceptable without causing undue economic burden to the area. Discussions at the Congressional level are still ongoing as of the creation of this report and are likely to continue for some time.
Until the green-light is received from Congress, we will continue to exploit subject's lack of personhood for monitoring purposes, both of the subject itself and reverse targeting of its known associates, possibly for the purpose of blackmail or other means of turning its associates against it. Continued socioeconomic pressures against the subject's assumed demographic groups - specifically [REDACTED], [REDACTED], and [REDACTED] - in an effort to implicitly encourage [REDACTED] is also sanctioned as a viable means of neutralization, and any collateral damage caused by the [REDACTED] of other members of these demographics is welcomed by the USG as part of its DOGE initiatives to increase government efficiency in more important matters, such as foreign military actions and fiscal support for domestic corporations.
